European Semester Spring Package 2021

On 2 June, the European Commission published the Spring Package 2021. The guidance to support the economic recoveries in your country are now available.


The European Semester provides a framework to coordinate and monitor the progress in terms of economic policies across the European Union. Due to the COVID-19 pandemic, the European Semester has been adapted to coordinate it with the Recovery and Resilience Facility (Facility), a key instrument for Member States to invest in social services and build up their resilience.

The reports provide fiscal guidance to Member States and shows the results from the measures taken at EU and national level, to contain the impact of the pandemic on the European economy and labour markets.

Fiscal policy needs to remain supportive through the implementation of the Facility, which support investments and reforms to lift potential growth and employment across EU Member States. In line with the new EU headline targets set in the European Pillar of Social Rights Action Plan and the policy guidance emerging from the Porto Social Summit, the support should also focus on training, skills development, and supporting quality job creation, and job-to-job transitions.

The Commission calls Member States to ensure the implementation of the recovery and resilience plans thorough dialogue with social partners, civil society and other stakeholders.
