Social Employers release Position Paper on Recruitment and Retention in European Social Services

The Federation of European Social Employers created a position paper on employment, recruitment and retention in the social services sector. This position paper defines some of the major challenges which affect the job creation potential of the sector and suggest several paths for solutions.


With changing demographics and family patterns, the social services sector is one of the fastest growing economic sectors and is expected to further grow significantly over the next few decades.

However, many issues are currently limiting the sector’s job creation potential.

The position paper is the first step to establish the basis for the Social Employer's future work on employment, recruitment and retention. The first part of the paper gives an overview on the current state of play of recruitment and retention, outlining some major challenges the sector is facing. It then continues to suggest paths for possible solutions in the following fields: communication, human resources management, recruitment methods, quality of life at work, career paths and anticipating new issues.

Furthermore, the position paper highlights the importance of a regular social dialogue for the benefit of both employees and employers. At the end, some examples of national level public campaigns on recruitment of workforce are provided.
